RFP: Norman Recollet Health Centre Expansion, Pre-Capital Planning Services
Wahnapitae First Nation (WFN) invites qualified consulting teams to submit proposals for pre-capital planning professional services for the proposed expansion of the Norman Recollet Health Centre, the community's on-reserve primary health care facility.

PROJECT OVERVIEW
The Health Centre currently operates out of a converted residential bungalow that can no longer support the community's health programs and services. WFN has completed the Project Charter, Community Health Needs Assessment, Functional Program and Functional Plan. This RFP covers the remaining deliverables required by Indigenous Services Canada before the project can advance to Design and Tendering.
SCOPE OF WORK
WFN is seeking a single Prime Consultant, supported by sub-consultants as required, to deliver five work packages:
- Technical Feasibility Study, including a Building Condition Assessment, Designated Substances Survey, options analysis and Class D cost estimates (led by an Architect Professional Engineer licensed in Ontario, or PMP)
- Geotechnical Investigation
- Site Survey (legal boundary work by a Canada Lands Surveyor)
- Species at Risk Study
- Business Case, prepared in collaboration with the WFN Project Manager

All questions must be submitted in writing to the RFP Contact before the question deadline; answers will be shared with all registered proponents by addendum. Proposals are to be submitted by email as two separate PDF files (Technical Proposal and Fee Proposal), as described in Section 3 of the RFP.
Please note that award of any contract is conditional on confirmation of pre-capital planning funding by Indigenous Services Canada. WFN encourages participation by Indigenous-owned firms and Indigenous professionals.
